International Emergency Economic Powers Act (IEEPA) Refunds

Following a recent U.S. Supreme Court ruling, certain tariffs imposed under the International Emergency Economic Powers Act (IEEPA) were found to be unlawful. As a result, the U.S. Customs and Border Protection (CBP) has begun issuing refunds for eligible imports.

Beginning April 20, 2026, Phase 1 officially went live through the CAPE system, allowing importers and customs brokers to electronically submit refund claims via the ACE Portal.

Key Update for Stallion Customers

At this time, Stallion shipments are not included in Phase 1 of the refund rollout.

We are currently working to determine the appropriate workflow to ensure full compliance and to avoid any potential issues as future phases are introduced.

Important Considerations Before Filing Refund Claims

While these refunds may present a strong opportunity for eligible importers, the process comes with strict compliance requirements and potential risks:

  • Only the Importer of Record or an authorized customs broker may file claims

  • All submitted data must be accurate and complete

  • CBP may audit all entries

  • Incorrect or misleading information may result in significant penalties and could be treated as false revenue reporting to the U.S. CBP

  • Critical shipment details such as value, classification, and country of origin must be correct

  • Refunds are processed electronically via ACH and require proper ACE account setup in advance.

You may also refer to the official CAPE INFORMATION NOTICE issued by CBP.

What’s Next

While we await updates on Phase 2, we are actively working on:

  • Determining the appropriate workflow for filing refunds

  • Evaluating associated costs and fees

  • Understanding expected timelines and compliance requirements

We will continue to share updates as more information becomes available.

Best regards,
The Stallion Team

New US Compliance Rule for Imported Consumer Products

July 10, 2026 CBP has recently published guidance (CSMS #69177694) clarifying that CPSC has chosen not to have entries rejected for missing or incomplete data.
